Maybe a bit harsh isn't it? Although I agree with the Second Life thing :P
It could also be an idea for people who likes to bring in other people in your imaginary games, aka roleplaying.
However if it IS for the imagination of players there really is no need to actually implement it. It's a low priority to A-net.

this isn't somthing needed in-game some people get way to into a game and go nuts. The only way i would ever consider this is if they made some sort of benifit in game like for example being with your partner during battle increases your life or something.

I'd want a tax break and ability to get financial aid in the game.
Otherwise, if you want "marriage", get another player to "perform services" and just act it out. Name the characters with the same last name. Give those characters similar armors and colors. Otherwise, let's keep the Second Life realism out of it.

Technically, as it has a non-interactive storyline, it's no more an RPG than, say, final fantasy or oblivion are. Want an example of an RPG? Planescape: Torment.

Wow, that's a really narrow definition of an RPG. Games I have played that I would consider RPGs that that excludes:
Oblivion
Might and Magic VIII and IX
Guild Wars
WoW
Games I have played that that includes:
KotOR I and II
Jade Empire.
So, basically, if you don't shape the face of the bloody world, it's not an RPG? Sorry. So long as you aren't given a set character with no choices, a la Half-Life (ignore for now that that definitely isn't an RPG), so long as the game has you make a character whose personality isn't pre-defined, it's an RPG, because there is that potential for RP.
I still think ingame marriages are a dumb idea, though. I would go into a "Y'know, back in the day, people just had a page of stats and a lead figure to go by" rant, but I won't. I'll just say that an in-game wedding feature would annoy more people than it would please, and it's not that difficult a thing to do without official implementation.

There seems to be absolutely no point to this suggestion, other than to support those players who use guild wars as a chat room trying to find pretend boyfriends/girlfriends or for cyber.
Seeing as this idea has no relevance to gameplay, the idea of a pretend marriage belongs either in a chat room for lonely hearts or should simply stay in your head, which incidentally is where such internet relationships are truly based.
If you want to pretend you are with someone, go buy yourself an escort.

Well. on some games you can get married to another player. and you get a item (rings) and when you party together they give you bonuses.
Its a good idea and already been done.
